n 本周稀土市場價鏑鐵價格小幅下跌，鐠釹、鋱價格相對穩定。亞洲金屬網價格:鐠釹金屬330-335元/KG，鏑鐵合金價格1300-1330元/KG，鋱金屬價格3200-3300元/KG。

This week the rare earth market price of DyFe has a slightly decrease and the price of PrNd & Tb is relatively stable. The price of Asian metal at the weekend present: PrNd 330-335RMB/KG, DyFe 1300-1330RMB/KG and Tb 3200-3300RMB/KG.

治亂需用重典，為了拯救長期畸形發展的稀土行業，相關主管部門一連串使出了“打擊黑稀土"、“強化正規軍"等多種手段。昨日北京商報記者獲悉，在稀土行業大集團戰略提出近五年后，工信部正式劃定底線，強調6月底前完成全部集團組建工作，實現以資產為紐帶的實質性重組。

Beijing commercial daily reporter learned yesterday that after five years of the concept of rare earth industry strategy group proposed, the MIIT has officially announce the standard that all the establishment should be finished before the end of June to achieve substantial restructuring which use assets as a link.

工信部相關負責人介紹，有關部門繼續落實支持集團組建的政策，對按時完成整合任務的集團予以支持。通過關閉、淘汰、轉產等方式，壓減集團冶煉分離產能，支持集團做大應用產業，提升核心競爭力。同時，六大集團繼續完善集團間協調機制，進一步發揮維護市場秩序、促進行業平穩運行等作用。

The responsible person of MIIT introduced that the relevant departments will continuously implement the policy of group restructuring and offer especially support to the one who accomplished on time. Through shutting down, elimination, switch to other production or the other ways to reduce the smelting separation capacity and support the group in expanding their application industry to enhance core competitiveness. Meanwhile, the six groups will continuously improve the coordination mechanism between them, and help to maintain the market order and promote smoothly running of industry.

此次，工信部也提出，在組建稀土“正規軍"的同時，還要深入打擊稀土違法違規行為。“繼續聯合查處開采、生產、流通環節的違法違規行為，推動落實地區政府的監管責任，加強突擊檢查、監控問題企業，嚴肅查辦典型案件；建立產品追溯體系，利用稀土專用發票、出口數據等信息，倒查企業礦產品來源，斬斷稀土黑色利益鏈；委托第三方機構開展稀土違法違規線索調查取證，建立常態化工作機制。"工信部副部長辛國斌說。

Besides, MIIT also thought that along with the “establish of the legal rare earth" we also need to strike on the illegal rare earth. The vice minister of MIIT Xin Guobin said that we need to united other departments to investigate irregularity action during mining, production and circulation process, promoting the regulatory responsibilities of regional government, strengthen in spot check, focus on monitoring the companies in problems and strictly investigate the typical cases. Meanwhile we also need to establish the products traceability system, use the rare earth dedicated invoices, export data to trace back the resources of mineral products and cut rare earth illegal interests chain. Entrust the third party agencies to carry out the clues of rare earths violation investigation and establish mechanism for the routine works.

另外，稀土生產總量控制也將加碼。辛國斌透露，接下來，將嚴格控制新增稀土礦山開采和冶煉分離項目，嚴肅查處地方違規、越權審批項目；嚴格總量控制管理，加大對總量控制指標執行的監督檢查，提高“白名單"、“黑名單"參考價值，推動不符合行業規范的企業主動升級或加快退出。

In addition, we will have a more strict control on the total rare earth production amount. Xin Guobin mentioned that in the coming future, we will have a more strict control on new rare earth mining and separation program, investigate the illegal or unauthorized approval program; strict control on the total rare earth production amount, enhance the supervision and inspection of the total volume control targets, improve the reference value of “white list" and “black list" to promote the initiative upgrade or accelerative exit of the enterprises which do not meet the industry standards.
