1.重要新聞簡報Briefing of Important News

n 本周稀土市場鐠釹稍有下跌，鏑鐵鋱價格相對穩定。亞洲金屬網價格:鐠釹金屬329-334元/KG，鏑鐵合金價格1230-1260元/KG，鋱金屬價格3050-3150元/KG。

This week the price of PrNd has slightly declined while the price of DyFe was relatively stable. Prices from Asian Metal present: PrNd 329-334 RMB/KG, DyFe 1230-1260RMB/KG, Tb metal 3050-3150RMB/KG.

n 3月29日，全國稀土工作推進會在長汀縣召開。國家工信部稀土辦主任賈銀松，部分省（自治區）及全國稀土六大集團的負責人參加會議。

The national rare earths propulsion meeting was held in Changting County on March 29th. Rare earth director of MIIT Mr Jia Yinsong, principals of some provinces (autonomous regions) and six national rare earth groups had joined the meeting.

據中國稀土網站4月1日消息，作為稀土戰略儲備體系建設的重要組成部分，由國家倡導，以稀土行業供給側結構性改革為重要目標，并由稀土企業集團自發開展的稀土商業儲備日前正式啟動。

According to the news on Chinese Rare Earth website on April 01st, as the important part of rare earth strategic reserve system, advocated by the country, recently the commercial purchase and storage officially started, this is spontaneous conducted by the rare earth group and aimed at supply side structural reforms of rare earth.

2016年3月30日，國家發展改革委會同有關部門組織召開了稀土企業商業儲備動員大會。會議明確了稀土商業儲備的原則、配套措施、實施主體、運行模式、具體方案和進程。這標志著，稀土行業企業層面的供給側結構性改革進入實質性攻堅階段。

The National Development and Reform Committee and relevant departments & organizations held the commercial reserve mobilization meeting on March 30th, 2016. During the meeting, principles of rare earth commercial reserves, supporting measures, subjects of implementation, operation mode, concrete proposal and processes have been stated, which means the supply side structural reforms of rare earth has entered into the tough substantive stage.

另據了解，國家層面的相關改革措施短期內也將付諸實施。多層次供給側結構性改革措施的實施對健全稀土國家戰略儲備體系，推動稀土行業持續健康發展具有十分重要的意義。

The relevant reform measures in national level will be implemented in the short term as well. The implementation of multiple supply side structural reforms will help to complete the national strategic rare earth reserves system and has important meaning in promoting the sustainable and healthy development of rare earth industry.

信達證券認為，中國稀土戰略資源地位不可動搖，稀土價格將在供給縮減、行業深度整合和政策打黑執行力度加大下開始中長期修復。十三五期間稀土新材料迎來新機遇，稀土下游需求將逐步回暖，隨著去產能效果逐步顯現，2016年稀土行業有望走出寒冬。

Cinda Securities think that the China rare earth strategic resource status is unshakable and the rare earth prices will start a mid-and-long term recovery under the circumstance of supply reduction, industry integrating and increasing strength on illegal mining. During the 13th five-year plan, along with the DE-capacity effects gradually appears, the rare earth material will meet new opportunities, and rare earth downstream demand will gradually rebound, rare earth industry is expected to come out of winter in 2016.

廣發證券認為，稀土和鎢是中國產量占比全球高(分別為85%、82%)的品種，因此也是供給側改革受益的行業。兩個行業都存在私采比重較大的特征，供給側改革或將打擊私采超采部分，進而影響到金屬價格，造成稀土、鎢價格的逐步回暖。

GF Securities think that the production of tungsten and rare earth in China is the world's highest varieties (85%, 82% respectively), therefore they are also benefit most from the supply side structural reforms. Both of these two industries share the same characteristic of big percentage in the illegal private mining. The supply side structural reforms will focus on the private mining exploitation which will influence on the metal prices and help in the price rebound of tungsten and rare earths.
