n 本周稀土市場鐠釹、鏑鐵和鋱的價格均有小幅下跌。亞洲金屬網價格:鐠釹金屬328-333元/KG，鏑鐵合金價格1220-1250元/KG，鋱金屬價格3020-3120元/KG。

n This week prices of PrNd, DyFe and Tb all decrease slightly. Prices from Asian Metal present: PrNd 328-333 RMB/KG, DyFe 1220-1250 RMB/KG, Tb 3020-3120 RMB/KG.

2.業內人士分析Analysis of Professional Insiders

工信部近日發布關于2016年稀土生產總控制計劃的通知，按照總量控制計劃，全國礦產品生產總量控制在52500噸，冶煉分離產品生產總量控制在45000噸，其中6家稀土大集團礦產品生產總量為52440噸，冶煉分離產品生產總量44805噸。

MIIT recently has issued a notice about the first batch rare earth production control plan of 2016, in accordance with the total control plan, the total national production of mineral products are controlled around 52500 tons and smelting & separation products production around 45000 tons, which total production of six large groups rare earth minerals for 52440 tons, smelting & separation products total production for 44805 tons.

工信部有關部門研究確定了2016年一批稀土生產總量控制計劃，向有關省、自治區工業主管部門，中國五礦集團公司、中國鋁業公司、中國北方稀土(集團)高科技股份有限公司、廈門鎢業股份有限公司、贛州稀土集團有限公司、廣東省稀土產業集團等下達通知，要求組織實施。

The relevant departments of MIIT had studied and determined the first batch total rare earth production control plan of 2016,then issued the notice to the relevant provinces, autonomous regions and industrial departments, China Minmetals Corporation, Aluminum Corporation of China, China North Rare Earth (Group) Hi Tech Co., Ltd., Xiamen Tungsten Industry Co., Ltd., Ganzhou Rare Earth Group Co., Ltd., Guangdong Province Rare Earth Industry Group, etc. required them to make organization and implementation.

通知指出，稀土是國家嚴格實行生產總量控制管理的產品，任何單位不得無計劃和超計劃生產。通知要求，上述部門公司將計劃分解下達到相關企業，計劃分配權不得下放。

The notice pointed out that rare earth is the product that nation make strict implementation of the total production control and management. Any unit cannot produce without plans or make ultra planned production. Notification requirements: the aforementioned departments and companies will break down the plans and issue to the relevant enterprises, the right to allocate plans cannot be delegated.

通知要求，計劃應下達給符合國家稀土產業政策和行業規劃要求的企業。具有下列情況之一的企業，不應獲得計劃指標：一是礦山企業沒有采礦許可證、安全生產許可證，或有關主管部門明確要求停產的；二是稀土冶煉分離企業使用已列入禁止或淘汰目錄的落后生產工藝和冶煉分離產能低于2000噸(REO)/年的；三是達不到《稀土工業污染物排放標準》要求的；四是不在6家稀土大集團組建實施方案內的新生企業，及過去沒有指標的企業。

Notification requirements: the plan should be issued to the enterprises which meet the requirements of rare earth industrial policies and industry planning in china. With one of the following circumstances, should not have access to plan targets: the first one is mining enterprises no mining licenses, safety production license, or the relevant competent departments clear requirements of stopping production; the second one is rare earth smelting & separation enterprise use the backward production technology which has been included in the prohibited or out of the directory and production capacity of smelting & separation less than 2000 tons (REO) / year; the third one is cannot up to the requirements of the Pollutant Discharge Standards for Rare Earth Industry, the fourth one is the new enterprises which are not in the implementation scheme that six rare earth group established and enterprises no indicators in the past.

通知強調，在稀土整治中發現存在違法違規行為、超計劃生產、環境污染和安全隱患的，尚未按要求整改完畢的企業，要核減直至取消計劃。

Notice stressed that when discovered the existence of illegal acts, ultra planned production, environmental pollution and safety hazard during the rectification of rare earth, will subtract the plan until cancel it if the enterprise does not complete the rectification according to the requirement.
