本周稀土市場價格均有小幅回落。亞洲金屬網價格:鐠釹金屬342-347元/KG，鏑鐵合金價格1290-1320元/KG，鋱金屬價格3650-3750元/KG。

This week the market price of rare earth has dropped slightly. Prices from Asian Metal of this weekend present: PrNd 342-347 RMB/KG, DyFe 1290-1320RMB/KG, Tb metal 3650-3750RMB/KG.

昨日北京商報記者獲悉，在稀土行業大集團戰略提出近五年后，工信部正式劃定底線，強調6月底前完成全部集團組建工作，實現以資產為紐帶的實質性重組。

Yesterday Beijing Daily reporter was informed that after the rare earth industry large group strategy was proposed for five years, the Ministry of Industry and Information has formally drawn the bottom line, emphasizing to complete the formation of all groups before the end of June, in which the substantive reorganization with assets as a link can be fulfilled.

工信部相關負責人介紹，有關部門繼續落實支持集團組建的政策，對按時完成整合任務的集團予以支持。通過關閉、淘汰、轉產等方式，壓減集團冶煉分離產能，支持集團做大應用產業，提升核心競爭力。同時，六大集團繼續完善集團間協調機制，進一步發揮維護市場秩序、促進行業平穩運行等作用。

The relevant person from the Ministry of Industry and Information said, relevant departments continue to implement supporting policy, and will give key support to the group which complete integration on time. Through shutting down, elimination, converting and other methods, they aim to decease the smelting and separation capacity and support groups to enhance their core competitiveness through enlarging their application industry. At the same time, the six groups will continue to improve the coordination mechanism between each other, and further play their role in developing and maintaining market order, promoting smooth operation of the industry.

目前，已經有中鋁集團、北方稀土、廈門鎢業三家集團已經完成組建工作，五礦集團、南方稀土、廣東稀土三家集團組建工作仍在進行中。毫無疑問，形成南北“5+1"的寡頭格局，政府層面的意圖在于改變行業混亂的狀態，合力打擊“黑稀土"。

At present, three groups incl. China Aluminum Corp, China North Rare Earth and Xiamen Tungsten have completed their formation, other three incl. China Minmetals Cooperation, China South Rare Earth, Guangdong Rare Earth are still in progress. There is no doubt that a "5+1" pattern will be formed, the government's intention is to change the state of industry chaos and fight against the "illegal rare earth".

此次，工信部也提出，在組建稀土“正規軍"的同時，還要深入打擊稀土違法違規行為。“繼續聯合查處開采、生產、流通環節的違法違規行為，推動落實地區政府的監管責任，加強突擊檢查、監控問題企業，嚴肅查辦典型案件；建立產品追溯體系，利用稀土專用發票、出口數據等信息，倒查企業礦產品來源，斬斷稀土黑色利益鏈；委托第三方機構開展稀土違法違規線索調查取證，建立常態化工作機制。"工信部副部長辛國斌說。

Xin Guobin, Vice Minister of the MIIT said.

另外，稀土生產總量控制也將加碼。辛國斌透露，接下來，將嚴格控制新增稀土礦山開采和冶煉分離項目，嚴肅查處地方違規、越權審批項目；嚴格總量控制管理，加大對總量控制指標執行的監督檢查，提高“白名單"、“黑名單"參考價值，推動不符合行業規范的企業主動升級或加快退出。

Xin Guobin said, we will strictly control new rare earth mining and smelting separation projects, and will severely punish illegal behaviors such as unauthorized approval of local projects and strictly control the total rare earth volume, increase the supervision and inspection of the implementation of total control quota, improve the reference value of "white list" and "blacklist", promote the enterprise which do not meet the industry standards to take initiative to upgrade or to accelerate the exit.
