本周稀土市場鐠釹和鏑鐵價格有小幅下滑，金屬鋱價格相對穩定。亞洲金屬網價格:鐠釹金屬341-346元/KG，鏑鐵合金價格1280-1310元/KG，鋱金屬價格3650-3750元/KG。

This week, the price of both PrNd and DyFe have a slight decline while Tb price is relatively stable. Prices from Asian Metal of this weekend present: PrNd is 341-346RMB/KG, DyFe is 1280-1310RMB/KG and Tb metal is 3650-3750RMB/KG.

2.業內人士分析Analysis of Professional Insiders

稀土國儲會議于7日在北京召開，下午舉行招標會議，截至目前，有消息稱，稀土國儲招標9個品種全部流標。

The rare earth national purchasing and storage meeting was held in Beijing on June 7th and bidding conference in the afternoon. So far, it is said that all the nine varieties are failed to be sold at auction.

據上海有色網報道，前兩批商儲收儲量2600噸，國儲招標量3870噸，符合此前市場說法，國儲或許也分兩批，與商儲間或進行，是企業和國儲局談判妥協的結果。現今流標的價格與當前市場價格相比，有高有低，但相差均不大。鑒于當前市價下大部分企業仍處在成本倒掛邊緣，SMM猜測流標原因大概率是招標價格不符合企業預期。

According to the report on Shanghai Metals Market, the previous two batches of commercial purchasing and storage volume is 2600 tons while the national purchasing and storage bidding volume is 3870 tons, which meet the market rumors. There's a big chance that the national purchasing and storage will also be divided into two batches and occasionally proceed along with commercial purchasing and storage, which is the compromise results after the negotiations between enterprises and State Reserve Bureau. We found that the price had no big difference between the failed price at auction and current market price. As most of the enterprises are on the edge of cost overhang under current market price, SMM speculate the reason that failed to be sold at auction is because the bidding prices do not meet the enterprise expectations.

　　此次流標后重啟談判的時間暫未定，按照歷史規律來看，基本不可能在當月重啟，各方利益仍需一定的時間磨合。但需警惕的是，四月以來稀土上漲多依賴政策催化，市場風險除開需求清淡外，唯系于收儲進程正常推進。近兩周來，因三批商儲為時尚遠，國儲亦遲遲不見消息，下游企業考慮到需求沒有明顯好轉，推遲補貨下稀土原材料市場不活躍，此前漲幅過高品種紛紛回落。目前市場上下仍在等待國儲會議由具體細則出臺，現在預期落空，則市場中前期補漲過頭的品種將難止跌，回調將繼續。

The time for restarting the negotiation is not decided yet but according to the historical law, it will still need a certain amount of time to meet the interests of all parties which virtually impossible to restart within this month. But what worth alerting is the increasing of rare earth price since April is mainly rely on policy catalytic, the market demand is weak and only the rare earth purchasing and storage is proceed regularly. During the last two weeks, as the third batch of commercial purchasing and storage was still far and no update news on national purchasing and storage, the downstream companies had delayed the replenishment considering no sharply demand increase which lead to inactive trading conditions in rare earth raw material market and fall back of the price with high increase. Currently the market is waiting for the detailed rules and regulations from the rare earth national purchasing and storage meeting, but with the dis-confirmed expectancy, the variety with sharply increase in the early-middle period will be hard to stop falling and call-back will be followed.
