1. 重要新聞簡報Briefing of Important News

本周稀土市場稀土價格均有小幅下滑。亞洲金屬網價格:鐠釹金屬337-342元/KG，鏑鐵合金價格1270-1300元/KG，鋱金屬價格3620-3720元/KG。

This week the price of rare earth metal has a slight decrease. Prices from Asian Metal at weekend present: PrNd: 337-342RMB/KG; DyFe: 1270-1300RMB/KG; Tb Metal: 3620-3720RMB/KG.

海關數據顯示，2016年5月，中國稀土出口量為4073噸，較去年同期增長55.58%，但仍不及3月；出口平均單價環比漲幅明顯。2016年1-5月，中國稀土出口總量為19364噸，同比增長81.6%；平均出口價格同比下滑逾35%。

Customs data shows that in May 2016, China has exported 4,073 tons of rare earth, which is an increase of 55.58% compared to the same period of last year, however, it is still less than March; its average export price has a significant ring growth. In the first 5 months of 2016, China has exported 19,364 tons of rare earth, which is an increase of 81.6% compared to the same period of last year; its average export price fell more than 35% compared to the same period of last year.

2. 業內人士分析Analysis of Professional Insiders

記者近日獲悉，《稀有金屬管理條例》(以下簡稱《管理條例》)有望近期出臺。《管理條例》包括稀土總量控制以及開采、冶煉和流通等環節的一系列管理辦法，對稀土產業綜合管控有望進一步加強。

Reporters recently learned that the "regulation on the administration of rare metal (hereinafter referred as" regulation") is expected to be issued in the near future. This regulation contains rare earth total quantity control and a series of management measures on mining, smelting and circulation, the comprehensive control of rare earth industry is expected to be further strengthened.

盡管工信部的稀土打黑行動一直在進行，但困擾行業已久的“黑稀土"問題仍未斬草除根。這也是造成稀土價格長期處于低位的原因之一。目前的稀土礦開采總量控制指標由國土資源部和工信部每年分批下達。

Despite continuance of rare earth crackdown action from MIIT, the "black rare earth" problem still not eradicated. This is also one of the reasons why rare earth prices stay low for long period. The rare earth mining total control index is issued in partial orders every year by Ministry of Land and Resources and Ministry of Industry and Information Technology.

業內人士指出，在市場有需求的情況下，行業仍會超額生產，因為部門層級的總量指標非強制性的法律法規，威懾力不足。一旦《管理條例》落地推進，其法律約束力度加強，對非法開采的管控將更為嚴格。

The industry insiders point out, under the condition of the market demand, the industry will still produce excess the control index, because the total index is not from any mandatory laws and regulations, there lacks of deterrence. Once the regulation is implemented and reinforced, the control on illegal mining will be stricter.

另據了解，目前我國稀土氧化物總量控制指標偏低，未來有望擴大額度。數據顯示，2015年稀土礦開采總量控制在10.5萬噸，今年額度或持平。

Additionally as we have learned, at present, the total control targets of rare earth oxides is low, the quota is expected to expanded in the future. According to data, rare earth mining in 2015 was controlled at 105,000 tons, the total amount control of this year will possibly be the same.

瑞道金屬預計，2016年市場總需求在15.2萬噸左右，其中北方礦需求12.5萬噸左右，南方礦需求為2.7萬噸左右，市場仍存供應缺口。對正規礦的嚴控一方面導致了六大稀土集團的部分產能閑置，產能利用率降低;另一方面又給黑色產業鏈讓出了生長空間。

Ruidow.com expects that in 2016 the total market demand of rare earth is around 152,000 tons, which includes 125,000 tons from northern and 27,000 tons from southern, the market remains in supply. On one hand, the strict control on formal mines leads to idle capacity of the six rare earth groups, the capacity utilization is low; on the other hand, it gives growth space for illegal industry chain.

對此，國家正在進行提高總量控制指標的相關工作。不過，對上游采礦權管控不會放松，總體合法產能仍將維持平穩。

To this, the government is taking related work to increase the total control amount. But they will not relax the control of upstream mining right, in general the legal capacity will remain stable.
